The Ajir System (نظام أجير) is Saudi Arabia's official Ministry of Human Resources and Social Development platform for regulating the leasing and transfer of expatriate workers between companies, government entities and private families. Launched as part of Saudi Arabia's labor market reform agenda under Vision 2030, the Ajir System provides a transparent, government-monitored framework for manpower outsourcing arrangements that was previously conducted informally and without regulatory oversight.

In practical terms, the Ajir System allows a licensed manpower supply company to place workers with client businesses under a formally registered lease contract — without those workers needing to transfer their primary iqama sponsorship to the client. The client accesses the labor they need, the worker's iqama remains with the licensed provider, and the entire arrangement is documented on a government platform accessible to all parties.

Why Saudi Arabia Introduced the Ajir System

Before the Ajir System, informal labor leasing was widespread but legally ambiguous. How the Ajir System Works — Step by Step

  1. Employer identifies labor need: A company needs workers for a project or ongoing operations and contacts a licensed manpower supplier.
  2. Contract creation: The manpower supplier registers a lease contract on the Ajir platform, specifying the worker's trade, agreed wage, contract duration and both parties' details.
  3. Worker deployment: The worker begins working at the client's premises. Their iqama sponsorship remains with the supplying company.
  4. Ongoing compliance: The supplying company handles iqama renewals, insurance, GOSI contributions and WPS salary payment obligations.
  5. Contract renewal or conclusion: At the end of the contract period, the arrangement is renewed or concluded via the platform with full documentation.

Two Types of Ajir Contracts

Business Ajir Contract (أجير أعمال): For companies and commercial entities requiring workers for their operations. This covers construction labor, industrial workers, facility management teams and virtually any sector requiring expatriate workers on an outsourced basis.

Individual/Resident Ajir Contract (أجير أفراد): Designed for Saudi families and resident individuals who need domestic workers — maids, drivers, nannies, cooks — on monthly lease contracts without the full obligations of direct sponsorship.
