What Is a Final Exit Visa in Saudi Arabia?
A final exit visa in Saudi Arabia is the formal authorization for an expatriate worker to permanently depart the Kingdom — terminating their iqama, ending their residency and closing their relationship with their current sponsor/employer. It is different from a re-entry visa, which allows a worker to leave and return within a defined period while remaining employed.
Saudi Arabia's Updated Exit System
As part of Saudi Arabia's 2021 labor market reforms, significant changes were made to the exit and re-entry system. Private sector workers can now apply for exit and re-entry visas and in some cases final exit visas through the Absher platform without requiring prior employer approval — a major departure from the previous system that required employer sign-off for all exits.
Who Needs a Final Exit Visa?
- Workers whose employment contract has concluded and who are returning to their home country permanently
- Workers whose employer has terminated their contract
- Workers who wish to leave Saudi Arabia and not return under the same sponsorship
- Workers whose residency has expired and who cannot renew
Final Exit Visa Process
- Contract conclusion: Employment contract ends or is terminated by either party with proper notice
- Outstanding dues settled: Employer settles all wages, overtime, unused leave and end-of-service gratuity
- Iqama cancellation: Employer cancels the worker's iqama through the Absher Amal system
- Exit visa issued: A final exit visa is generated electronically
- Return ticket: Employer provides the return flight if stipulated in the contract
- Passport returned: Employer returns the worker's passport and all personal documents immediately
New Final Exit Rules Saudi Arabia
Under the updated regulations, employers who fail to fulfill their obligations upon contract conclusion — including non-payment of dues or withholding of passports — face significant penalties under Saudi labor law. Workers also have access to the labor dispute resolution process through the Ministry of Human Resources if their employer does not comply with departure obligations.
Final Exit Without Notice — Special Cases
Workers in certain situations — including documented labor law violations by the employer — may be able to depart without completing standard notice periods. These cases are handled through the Ministry of Human Resources dispute resolution platform. Any worker considering this route should seek guidance from the relevant authorities.
Employer Obligations at Final Exit
Upon final exit of a worker, the employer must: pay all outstanding wages, settle the end-of-service gratuity, cancel the iqama, return the passport, and if contractually obligated, provide the return ticket. Failure to fulfill these obligations exposes the employer to financial penalties and potential restrictions on future labor recruitment.
